Vape Wholesale Quebec | Arctic Distributions

Quebec has the narrowest permitted assortment in Canada. Since 31 October 2023, it is prohibited to sell a vaping product with any flavour or aroma other than tobacco. Flavourless products remain sellable. Everything else in a national catalogue — fruit, mint, menthol, dessert, candy — is out.

Ontario restricts flavours by store type. Quebec restricts them outright. A distributor who serves both provinces from one pick list will get Quebec orders wrong, and the retailer is the one holding unsellable stock.

Tobacco flavour and flavourless only. Mint and menthol are permitted in Ontario's convenience channel but not in Quebec. If your supplier's Quebec assortment looks like their Ontario assortment minus the fruit, it is still wrong.

The Flavour Rule

Under Quebec's Tobacco Control Act, with the relevant changes in force since 31 October 2023:

Quebec also prohibits the sale of vaping products with a nicotine concentration above 20 mg/mL. Nationally, Health Canada caps nicotine at 20 mg/mL for vaping products sold in Canada, so the provincial rule and the federal ceiling point the same way. Confirm strength on every listing regardless.

The Display Prohibition

Quebec bans product display for essentially the whole market. Merchants are prohibited from displaying vaping products, with narrow exceptions for cigar lounges and tobacco or vaping specialty retailers that meet specific conditions.

This changes what a supplier's point-of-sale material is worth to you. Shelf talkers, counter units and branded display stands designed for the Ontario or Alberta market are not usable in a Quebec general-retail store. Ask before accepting them; unusable POS is cost without benefit, and a display that should not be there is an enforcement risk.

Age and Identification

  • Minimum age is 18.
  • Quebec is one of only three provinces at 18 — the others are Alberta and Manitoba. Staff training written for a 19+ province is wrong here, and the error travels with staff who move between provinces.

The Tobacco and Vaping Products Act governs labelling and promotion federally in addition to the provincial rules above.

Quebec Is a Specified Vaping Province

Vaping products in Canada carry a federal duty. In a specified vaping province, an equal additional provincial duty applies on top, doubling the excise layer on the same volume of e-liquid.

Quebec has been in the coordinated system since 1 July 2024, alongside Ontario, the Northwest Territories and Nunavut, set out by the Canada Revenue Agency in EDN95. New Brunswick, Manitoba, Prince Edward Island, Alberta and Yukon joined in November 2024 under EDN99, and Nova Scotia in February 2026 under EDN107.

Rates are published by the CRA; verify the rate in force on the transaction date before using it in a margin calculation.

Stock stamped for a specified vaping province is stamped for that province. British Columbia and Saskatchewan are not in the coordinated system, so product stamped for those markets is not stamped for Quebec. Check the stamp on arrival, not the invoice.

What This Means for Sourcing

In Health Canada's 2024–25 retail enforcement report, non-compliance was observed at 43% of the 546 specialty vaping establishments inspected, with product seized at 235 of them. The most common contravention recorded was prohibited flavour promotion.

Read those as rates among inspected establishments rather than a survey of every shop, and note that Health Canada prioritises inspections on a risk basis. For Quebec the implication is direct: flavour is the most-cited issue nationally, and Quebec's permitted range is the narrowest in the country. The supplier control that matters most is whether they filter SKUs for Quebec before the order ships, rather than leaving you to catch it at the receiving door.
