Vape Wholesale New Brunswick | Arctic Distributions

New Brunswick stacks three restrictions that most provinces apply only one or two of: you need a provincial licence specific to vapour products, you may sell tobacco flavour only, and the products have to be hidden from sight. Miss any one and the other two do not help you.

For a distributor's customer, the licence comes first — without it, the assortment question never arises. This page covers all three plus the excise position.

You need a licence before you order. All retailers that sell electronic cigarettes or vapour products require an Electronic Cigarette Sales Outlet Licence. A store selling both tobacco and vapour products needs that licence and a Tobacco Retailer's Licence — two separate licences, not one covering both.

The Licence Requirement

Under the Tobacco and Electronic Cigarette Sales Act:

  • Any outlet selling electronic cigarettes and vapour products requires a licence.
  • Retailers that sell electronic cigarettes or vapour products require an Electronic Cigarette Sales Outlet Licence.
  • Retailers that sell tobacco products require a Tobacco Retailer's Licence.
  • Retailers that sell both products require both licences.

The Department of Health administers the Act; enforcement is the responsibility of the Department of Justice and Public Safety. That split matters when you are chasing an answer — licensing questions and enforcement questions go to different places.

This is a genuine difference from most of the country. British Columbia requires notification and product reporting but not a vapour-specific retail licence; Alberta, Saskatchewan and Manitoba regulate sale and display without a dedicated vapour licence of this kind. In New Brunswick the licence is the gate.

Tobacco Flavour Only

New Brunswick's flavour rule is as narrow as Quebec's, and it covers e-liquid as well as devices:

  • Flavoured e-cigarettes, except for tobacco flavour, are not permitted to be sold.
  • Flavoured substances, except for tobacco flavour, meant to be added to e-cigarettes are not permitted to be sold.
  • The Act also prohibits the sale of flavoured tobacco, including menthol.

The second point is the one that catches suppliers out. A tobacco-flavour device paired with a fruit e-liquid does not comply — the substance intended to be added carries the same restriction as the finished product.

Display, Advertising and Store Access

  • Tobacco and vaping products must be hidden from sight.
  • No one under the age of 19 may enter a tobacconist or vapour shop unless accompanied by an adult.
  • Outdoor advertisement by tobacconists and vapour shops is not permitted, and promotional material inside these shops must not be seen from the outside.
  • Restrictions on promotional materials that previously applied to tobacco in other retail shops now also apply to vapour products and smoking supplies.

The entry rule is unusual and worth planning around: it is not only a sales restriction but a premises restriction. A vapour shop is not a place a minor may browse, accompanied or not, without an adult present.

Minimum age for sale is 19.

Nationally, nicotine concentration is capped at 20 mg/mL under Health Canada's vaping product regulations, and the Tobacco and Vaping Products Act governs labelling and promotion in every province.

New Brunswick Is a Specified Vaping Province

Vaping products in Canada carry a federal duty. In a specified vaping province, an equal additional provincial duty applies on top, doubling the excise layer on the same volume of e-liquid.

New Brunswick joined the coordinated system on 6 November 2024 along with Manitoba, Prince Edward Island, Alberta and Yukon, set out by the Canada Revenue Agency in EDN99. Ontario, Quebec, the Northwest Territories and Nunavut had joined earlier under EDN95, and neighbouring Nova Scotia followed in February 2026 under EDN107.

Rates are published by the CRA; verify the rate in force on the transaction date before using it in a margin calculation.

A province-specific stamp belongs to that province's duty-paid market. Nova Scotia has had its own stamp requirement since 2026, and British Columbia and Saskatchewan carry the federal stamp only. Check the stamp on arrival, not the invoice.

What This Means for Sourcing

In Health Canada's 2024–25 retail enforcement report, non-compliance was observed at 43% of the 546 specialty vaping establishments inspected, with product seized at 235 of them. The most common contravention recorded was prohibited flavour promotion.

Read those as rates among inspected establishments rather than a survey of every shop, and note that Health Canada prioritises inspections on a risk basis. For New Brunswick the implication is direct: the permitted flavour range is among the narrowest in Canada, and a supplier who ships a national assortment is shipping stock you cannot sell and cannot display.
