Vape Wholesale Manitoba | Arctic Distributions

Manitoba's promotion rule is written more broadly than most retailers expect. It is not that you may promote vaping products carefully — it is that no advertising or promotion is allowed where those products are sold. That wording puts the counter you are standing at inside the prohibition.

For a distributor's customer, this changes what supplier point-of-sale material is worth. This page covers the promotion rule, the 18+ age threshold that Manitoba shares with only two other provinces, and the excise position.

Supplier point-of-sale material is mostly unusable here. Manitoba prohibits advertising and promotion where tobacco or vapour products are sold, and prohibits anything inside a building that is visible from outside. Shelf talkers, counter units and window decals built for another province do not transfer.

The Promotion Rule

Under The Smoking and Vapour Products Control Act, no advertising or promotion of commercial tobacco or vapour products is allowed:

  • Where tobacco or vapour products are sold
  • Where children are permitted access
  • On an outdoor sign of any type, including billboards, portable signs, or on a bench, vehicle or other structure
  • Inside a building, other structure or vehicle if the ad or promotion is visible from the outside

Read the first and fourth together. The first covers the retail floor itself. The fourth catches the window — a display facing the street is an advertisement visible from outside, whether or not it was designed as one.

The province enforces on three specific fronts: sales to minors, display advertising, and promotion of products. Complaints go to a dedicated enforcement address at Manitoba Health.

Age and Identification

  • It is illegal to sell tobacco and vapour products to anyone under the age of 18.
  • Manitoba is one of only three provinces at 18 — the others are Alberta and Quebec. Saskatchewan next door is 19, and has been since 1 February 2024.

That one-year difference across the Saskatchewan border is the most common training error in the prairies. Staff who move between the two provinces carry the wrong number with them, and a policy written for a chain operating in both has to state the number per location rather than once.

Federally, the Tobacco and Vaping Products Act also prohibits the sale of individual cigarettes and governs labelling and promotion. Nicotine concentration is capped at 20 mg/mL under Health Canada's vaping product regulations.

Manitoba Is a Specified Vaping Province

Vaping products in Canada carry a federal duty. In a specified vaping province, an equal additional provincial duty applies on top, doubling the excise layer on the same volume of e-liquid.

Manitoba joined the coordinated system on 6 November 2024 along with New Brunswick, Prince Edward Island, Alberta and Yukon, set out by the Canada Revenue Agency in EDN99. Ontario, Quebec, the Northwest Territories and Nunavut had joined earlier under EDN95, and Nova Scotia followed in February 2026 under EDN107.

Saskatchewan, immediately west, is not in the coordinated system. Product stamped for the Saskatchewan market carries the federal stamp only and is not stamped for Manitoba. A supplier serving both provinces is handling two stamp populations; check the stamp on arrival, not the invoice.

What This Means for Sourcing

In Health Canada's 2024–25 retail enforcement report, non-compliance was observed at 43% of the 546 specialty vaping establishments inspected, with product seized at 235 of them. The most common contravention recorded was prohibited flavour promotion.

Read those as rates among inspected establishments rather than a survey of every shop, and note that Health Canada prioritises inspections on a risk basis. The Manitoba point follows directly: promotion is the most-cited issue nationally, and Manitoba's promotion rule is among the broadest in the country. Supplier-branded material that arrives unrequested is a liability rather than a bonus.
