Vape Wholesale Alberta | Arctic Distributions

Alberta is one of only three provinces where the legal age for vapour products is 18 rather than 19, and it is a province where the question is less often what you may sell than where you are allowed to sell it at all. The Tobacco, Smoking and Vaping Reduction Act rules out several venue types outright, including one that surprises operators every year: a store with a pharmacy in it.

This page covers Alberta's venue and display rules, the excise position, and what changes for a retailer whose staff serve customers a year younger than in neighbouring British Columbia.

Alberta carries an additional provincial vaping duty. Since 6 November 2024 it has been a specified vaping province, so stock destined for Alberta must carry the Alberta excise stamp — not the federal-only stamp used in British Columbia or Saskatchewan. Check the stamp on arrival, not the invoice.

Alberta Is a Specified Vaping Province

Vaping products in Canada carry a federal duty. In a specified vaping province, an equal additional provincial duty applies on top, which doubles the excise layer on the same volume of e-liquid.

Alberta joined that system on 6 November 2024 along with New Brunswick, Manitoba, Prince Edward Island and Yukon, set out by the Canada Revenue Agency in EDN99. Ontario, Quebec, the Northwest Territories and Nunavut had joined earlier under EDN95, and Nova Scotia followed in February 2026 under EDN107.

Rates are published by the CRA; verify the rate in force on the transaction date before using it in a margin calculation.

The receiving consequence is specific. A province-specific stamp belongs to that province's duty-paid market. British Columbia and Saskatchewan are not specified vaping provinces, so stock stamped for those markets is not stamped for Alberta. If a supplier ships you BC-stamped cartons because that is what was on the shelf, the paperwork does not match the market you are selling into.

Where You Cannot Sell at All

Alberta's Tobacco, Smoking and Vaping Reduction Act (TSVRA), in force since 31 July 2021, prohibits the sale of tobacco and vaping products in several venue types regardless of how the store is otherwise operated:

  • Health care facilities
  • Public post-secondary institutions
  • Stores that contain a pharmacy
  • Vending machines
  • Temporary facilities

The pharmacy rule is the one that catches operators. It is not about whether the vape counter is separate; it is about whether the premises contain a pharmacy. A grocery or general store that adds a dispensary changes its eligibility.

Display and Promotion in Convenience Stores and Gas Stations

Alberta restricts advertising, display and promotion of tobacco and vaping products in convenience stores and gas stations. For a distributor's customers this splits the market by store format rather than by product: the same carton can be handled very differently depending on where it is going.

Retailers in these formats should confirm the current display requirements with Alberta Health before rearranging a counter, and treat point-of-sale material from any supplier as something to check rather than something to install.

Age and National Rules

  • Minimum age is 18, and identification must be government-issued photo ID.
  • Alberta is one of only three provinces at 18 — the others are Manitoba and Quebec. Staff training written for a 19+ province is wrong here, and staff who move between provinces carry the wrong number with them.

Nationally, nicotine concentration is capped at 20 mg/mL under Health Canada's vaping product regulations, and the Tobacco and Vaping Products Act governs labelling and promotion in every province.

What This Means for Sourcing

In Health Canada's 2024–25 retail enforcement report, non-compliance was observed at 43% of the 546 specialty vaping establishments inspected, with product seized at 235 of them. The most common contravention recorded was prohibited flavour promotion.

Read those as rates among inspected establishments rather than a survey of every shop, and note that Health Canada prioritises inspections on a risk basis. The Alberta-specific point is narrower: because the province sits inside the coordinated duty system while its western neighbour does not, stamp discipline at the receiving door is the single control that most often goes wrong.
