Vape Wholesale British Columbia | Arctic Distributions
British Columbia regulates vaping under the Public Health Act rather than a tobacco statute, and the practical consequence for a retailer is a purchasing calendar unlike any other province. You cannot decide to stock a product and put it on the shelf when it arrives. The province wants six weeks' notice first.
This page covers what that means for ordering, how BC's store-type rules decide what you are allowed to sell, and why the landed cost of the same SKU is lower here than in most of the country.
Plan new SKUs six weeks ahead. BC requires a Notice of Intent to the Ministry of Health, plus product reporting through the BC E-Substances Reporting application, at least six weeks before first sale. A supplier who cannot tell you what is coming that far in advance is a supplier who will strand you mid-notice.
British Columbia Is Not a Specified Vaping Province
This is the single biggest commercial difference between BC and most of the rest of Canada, and it is easy to miss because so much vaping tax writing treats the coordinated system as if it were national.
Ten jurisdictions have entered coordinated vaping taxation agreements with the federal government and therefore carry an additional provincial vaping duty on top of the federal one: Ontario, Quebec, the Northwest Territories and Nunavut from July 2024; New Brunswick, Manitoba, Prince Edward Island, Alberta and Yukon from November 2024; and Nova Scotia from February 2026. The Canada Revenue Agency set these out in EDN95, EDN99 and EDN107.
British Columbia appears on none of those lists. Product sold in BC carries the federal vaping duty only.

Rates are published by the CRA; verify the rate in force on the transaction date before using it in a margin calculation.
The receiving implication matters more than the arithmetic. Stock stamped for a specified vaping province is stamped for that province. If a supplier ships you Ontario-stamped or Alberta-stamped cartons because that is what was on the shelf, the paperwork does not match the market. Check the stamp on arrival, not the invoice.
The Six-Week Rule
Before a retailer sells a restricted e-substance in BC for the first time, two things have to happen, both at least six weeks ahead:
- Notice of Intent. Notify the Ministry of Health that you intend to sell restricted e-substances.
- Product reporting. Report the specific products you intend to sell through the BC E-Substances Reporting (BCER) application.
Three details that catch retailers out:
- Both are required per location, not per business. A second store is a second filing.
- BCER needs a BCeID account, so set that up before you are against the six-week clock.
- There is an annual sales report as well. Before 15 January each year, business owners must report the vapour product sales that occurred during the specified reporting period.
Failing to file the Notice of Intent or to meet the reporting requirements may be an offence under the Public Health Act. The requirements apply to non-therapeutic nicotine e-substances.

For purchasing, this turns assortment changes into a scheduled activity:

Ask a prospective supplier for a forward view of what they are bringing in. In BC, a distributor who only tells you what is in stock today is structurally unable to support your compliance calendar.
What You Can Sell Depends on Your Store Type
BC splits retail into age-restricted premises and everything else, and the two are allowed to sell different things.

Two further rules apply regardless of store type:
- Nicotine-free flavour-only products are prohibited. Retailers cannot sell e-substances containing only flavouring chemicals — that is, no nicotine, nicotine salts or cannabis.
- Both nicotine and nicotine-free e-substances are regulated. The device and the substance are each subject to restrictions on sale, display, promotion and use.
Age and Advertising
- Minimum age is 19. Only government-issued photo identification — passport, driver's licence or photo ID card — may be used to confirm age.
- It is illegal to give or provide any vapour product to someone under 19, sale or not.
- All advertising that can be seen, accessed or heard by youth is prohibited, including store windows and transit hubs.
The store-window rule catches retailers who treat "no advertising to minors" as being about media buys. A poster facing the street is advertising that can be seen by youth.
Nationally, nicotine concentration is capped at 20 mg/mL under Health Canada's vaping product regulations, and the Tobacco and Vaping Products Act governs labelling and promotion in every province.
Why Supplier Discipline Shows Up Faster in BC
In Health Canada's 2024–25 retail enforcement report, non-compliance was observed at 43% of the 546 specialty vaping establishments inspected, with product seized at 235 of them. The most common contravention recorded was prohibited flavour promotion.
Read those as rates among inspected establishments rather than a survey of every shop, and note that Health Canada prioritises inspections on a risk basis. The relevant point for BC is narrower: when your permitted range depends on your store type and every new SKU carries a six-week reporting lead, an unpredictable supplier converts directly into a compliance gap.
