Vape Wholesale Nova Scotia | Arctic Distributions

Nova Scotia is one of the most tightly regulated vaping markets in Canada, and it changed again this year. Flavoured product has been off the shelf since 2020, both retailers and their suppliers need a provincial permit, and as of 1 July 2026 every unit sold in the province must carry a Nova Scotia excise stamp.

This page sets out what a Nova Scotia retailer needs from a wholesale supplier, and what we need from you before an account can be opened.

The Nova Scotia Excise Stamp Deadline Has Passed

Nova Scotia joined the coordinated vaping duty system on 26 February 2026. The Canada Revenue Agency set out the transition in Excise Duty Notice EDN107:

  • A transition period ran from 1 April 2026 to 30 June 2026.
  • Product stamped on or after 1 April 2026 for the Nova Scotia market had to carry the Nova Scotia specific stamp.
  • Since 1 July 2026, all vaping products sold in the Nova Scotia duty-paid market must carry a Nova Scotia vaping excise stamp.

If you are still holding stock stamped for another jurisdiction, or federally stamped stock bought before the change, it is not saleable in Nova Scotia. Check your back stock against the stamp, not the invoice date.

What the duty actually costs

Nova Scotia now carries both the federal duty and the additional provincial duty. Per the CRA's published rates, both are charged at the same amount:

Retailers normally buy duty-paid, stamped product rather than remitting this themselves, but the arithmetic explains why a Nova Scotia landed cost sits above the same SKU bought for a non-participating province. Verify the rate in force on the transaction date before using it in a margin calculation.

Flavours: Nova Scotia Was First and Remains Strict

Nova Scotia banned the sale of flavoured e-cigarettes and e-liquids effective 1 April 2020, the first province in Canada to do so. See the province's announcement of the ban and its vaping information page.

Practically, this means a Nova Scotia assortment is a different assortment. A supplier who ships you the same mix they send to a province with no flavour restriction has created a compliance problem for you, not for themselves. Ask how the picking list is built before you place a first order.

Permits: Both Sides of the Transaction Need One

Nova Scotia licenses the whole chain. Retailers, wholesalers and manufacturers all require a permit to deal in vaping products in the province.

The wholesale permit application asks for ownership details and percentages, the business's bank or credit union, where financial records are kept and who is responsible for them, and any previous business names or owners at the location. Processing runs about two weeks, and the permit renews annually.

Wholesalers report monthly on who they supplied. Nova Scotia requires vaping wholesalers to report the quantity of product sold and the retail vendors it was sold to. Your permit status is not a formality between you and the province — your supplier's filings name you. A distributor who does not ask for your permit number is one whose filings will not match yours.

The province publishes the detail in two tax bulletins: Bulletin 5109 on permit requirements and Bulletin 5111 on prohibitions. Read 5111 before designing a promotion.

Age, Display and Promotion

  • Minimum age is 19. Vaping products cannot be sold to anyone under 19 in Nova Scotia.
  • Product must be kept out of view, unless vaping products are the only thing the store sells and minors are not permitted to enter.
  • No promotion at the register or point of sale.
  • No signs or advertising outside the store.

The framework sits in amendments to the Tobacco Access Act and the Smoke-free Places Act, which also gave the province authority over nicotine content and widened the definition of tobacco to cover tobacco-free nicotine products. See the province's legislation announcement.

Nationally, nicotine concentration is capped at 20 mg/mL under Health Canada's vaping product regulations, and the Tobacco and Vaping Products Act governs labelling and promotion regardless of province.

What This Means When You Choose a Supplier

Federal enforcement data is worth knowing before you assume your shelf is fine. In Health Canada's 2024–25 retail report, non-compliance was observed at 43% of the 546 specialty vaping establishments inspected, and product was seized at 235 of them. Prohibited flavour promotion was the most common contravention recorded.

Those rates describe inspected establishments rather than every shop in Canada, and Health Canada prioritises inspections using a risk-based approach — but in a province with a total flavour ban, a supplier who is loose about what goes in the box is the fastest route into that statistic.
